ICARE (Insurance Coverage and Affordability Relief to small Employers)

This program was designed to make health insurance more affordable for small employer groups.
Under the program, monthly incentive payments are available to small business employer groups (2-25 employees) with at least one employee who has a "defined high-cost condition" or that have not offered health insurance coverage in the past 12 months to their employees.
There are two levels of eligibility:
* An incentive payment of $40 per employee per month will be paid to the employer group that has not offered health insurance for the past 12 months. This amount decreases by $10 per year over the life of the program.
* An incentive payment of $60 per employee per month for an employer group will be paid if at least one employee has a "defined high-cost condition". This amount decreases by $15 per year over the life of the program.

This Program is provided through the Kentucky Office of Insurance. Their objective is to enhance affordability by:
* improving the insurance market
*helping people in small groups access affordable coverage
*define a program that has predictable and finite costs with immediate integration
